I. LEGAL MANDATE

Republic Act No. 10068, also known as the “Organic Agriculture Act of 2010”, was signed on April 6, 2010 to provide for the development and promotion of organic agriculture in the Philippines. RA 10068 was amended by Republic Act No. 11511 on December 23, 2020.

It is hereby declared the policy of the State to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity and farmers’ incomes, reduce pollution and destruction of the environment, prevent the depletion of natural resources, encourage the participation of indigenous organic farmers in promoting their sustainable practices, further protect the health of farmers, consumers and the general public, save on imported and farm inputs and promote food self-sufficiency.

The amended Organic Agriculture Act established a comprehensive organic agriculture program through the promotion and commercialization of organic farming practices, cultivation and adoption of production and processing methods which have already been developed, or to be developed, continuing research and upgrading thereof, the capacity building of farmers and education of consumers thereon, the extension of assistance to local government units (LGUs), peoples’ organizations (POs), non-government organizations (NGOs), and other stakeholders including individuals and groups who are practicing and promoting these methods as well as those who are willing to do other pertinent activities, and documentation and evaluation of the program.

II.THE NATIONAL ORGANIC AGRICULTURE PROGRAM – NATIONAL PROGRAM COORDINATING OFFICE (NOAP-NPCO)

Republic Act 11511 established the National Organic Agriculture Program – National Program Coordinating Office to manage the effective implementation of the National Organic Agriculture Program under the Department of Agriculture (DA) Office of the Secretary. The NOAP-NPCO shall serve as the planning and administrative secretariat of the NOAB, and as the coordinating office of the Program.

In 2021, the DBM approved the creation of two (2) divisions under the NOAP- NPCO. These are the Advocacy and Policy Division (APD), and the Project Development Support Division (PDSD).

The Advocacy and Policy Division (APD) leads the information and advocacy campaign of the National Organic Agriculture Program (NOAP). Likewise, it also serves as the technical and administrative secretariat of the National Organic Agriculture Board (NOAB). The Project Development Support Division (PDSD) is responsible for project development-related activities, monitoring and evaluation, and planning and budgeting requirements of the National Organic Agriculture Program (NOAP). A schedule of short-term, medium-term and long-term targets on research and development, marketing, trade promotion/initiatives, capacity building, among others.

Currently, the NOAP-NPCO has a total of twenty-one (21) approved plantilla positions.
